Description
Established before the implementation of the Defense Property Accountability System (DPAS) and still followed at present, Stock Control System (SCS) procedures stated that up to 20 individual stock numbers may be aggregated and submitted as one Physical Inventory Request Number.
Each stock number may hold as few as one item to over one-hundred thousand, and each of those items has an assigned serial number.
All serial numbers within a single stock number must be counted and verified before physical inventory results can be submitted to SCS.
The standard Marine Corps Logistics Command Physical Inventory Request turnaround time is five business days.
For stock numbers with a lower count (e.g., three-hundred or less items), completing an inventory within that five-day window is a relatively easy task.
However, for stock numbers containing one-hundred thousand or more serial numbers, ensuring all items are present, are free of defects, and are accurately counted within the standard five days can be an overwhelming and sometimes impossible task.
In accordance with original procedures, inventory results can neither be marked as complete nor can they be submitted to SCS until all stock numbers in a Physical Inventory Request have been verified. Consequently, inventory results for smaller stock number counts are often significantly delayed while counts for larger stock numbers are still in process.

The proposed improvement is to modify or replace the original SCS procedures by permitting each stock number to be itemized in Defense Logistics Agency Transaction Services (DLATS).
Each stock number will receive one single Physical Inventory Request in DPAS for each Physical Inventory created in SCS.
This will allow users to handle larger Physical Inventory Requests as needed, and requests for smaller inventories can be completed and submitted to SCS in a timelier manner, thereby improving the process flow and Physical Inventory Request completion rates for users.

This is mission-critical because the current process of combining up to 20 stock numbers under one Physical Inventory Request number is causing unnecessary delays completing and submitting smaller count inventory results.
Additionally, stock numbers that contain a larger quantity of serial numbers are difficult to perform and complete in the standard five-day turnaround period.

It is anticipated that the proposed solution will significantly improve the accuracy and completion rates of Physical Inventory Requests, as well as reduce unnecessary delays in submitting inventory results to SCS.
