Description
in order to grant warehouse access to a user i have to go through a user role form submission that goes through the IO. A warehouse Superintendent (new role) should be able to grant/revoke warehouse access to existing DPAS users without paperwork.

Recommended
There should be a function for warehouse Superintendents to grant access to the warehouse via warehouse management, personnel. when adding personnel and they are a "DPAS user" you should be able to grant warehouse access.

highly desired to prevent work stoppage in deployed environments and when members PCS.
