Description
Currently you can receive Real Property with same RPUID in 2 different UIC. If you are working in a UIC and log out of the system, you shouldn't be able to received and asset/assets with the same RPUID into a different UIC, at the Agency level users sometimes forget to change UICs for different action in another UIC.

Recommended
Recommend making a change to the Real Property Module to setup an alert when trying to receive and RPUID that already exist, should prompt the user with an error code RPUID already exist in system.

Mission Critical
Critical: This will create a huge accountability/financial problem for the agency; double accounting for assets and false reporting of dollars.

Benefits
Implementing this will eliminate the possibility of duplicate assets and reporting of dollars twice on the financial statement for capital asset/assets.

Users
This will affect all users within program/Central Property Office in the Missile Defense Agency.
