Description
The Army needs the ability to do break-bulk and verify individual serial numbers against outer pack label.  This needs to tie into the use of AIT devices.

Mission Critical - too many items are packaged with S/N and UII - costly to break the box open to record all of the packed items within the crate.  Scanning external barcode will allow for all items to be receipted without additional packaging costs.
