Currently we are having to do Quantity Adjustments and edit the remarks and put in Issue to Assembly for components that belong to our unmanaged kits because there is no Issue to Assembly reason code in Local Disposition.  Requesting to have the reason code Issue to Assembly added to Local Disposition and function the same way as the consumable reason code.

Description
Per Marine Corps Bulletin 4440.4 Effective 1 April the Marine Corps will be moving away from Missing Damaged Gear Statements and NAVMAC 6's  and implementing a new FINANCIAL LIABILITY INVESTIGATION OF PROPERTY LOSS (FLIPL) DD-FORM 200.  Recommend that two new return Reason codes be established to meet these mandatory policy changes.  MCBUL Attached.

• GA - FLIPL DD-FORM 200/Govt Authorized (should function like Missing/Damage reason code)

Description
Navy has many Site IDs/Accountable UIC's set up in a regional concept.  Under this concept the UIC is a Region (or Center) and Custodians are actually UIC's with APO's assigned to manage the equipment - to their custodian account.  ISSUE: These APOs have role access to a custodian account can only initiate Custodian or Sub Custodian Inventories in DPAS.  They cannot initiate a Custom, Location, Cyclic, or Sensitive Inventory, if they initiate one of these Inventories, they will not be able to access that inventory.

Change the security set up in DPAS to permit Navy APO's to be able to generate inventories for all inventory methods available in DPAS to include custodian, location, custom, cyclic, and sensitive and be able to use the manage inventories process to reconcile only those inventories that belong to their custodian account, as well as use the update inventory process for assets only in their custodian account.   Giving these APO's access to the UIC will provide them access to manage assets that do not belong to their UIC (i.e.; custodian account) so that is not the solution.

Benefits would be reducing time by having the form automatically filled out in DPAS where as currently you have to "dispose" of equipment in DPAS go to another system to complete the DD Form 200.  Accuracy would be improved using an automated system whereas currently when you use the second system to complete the form mistakes are made.

Description
Currently you can receive Real Property with same RPUID in 2 different UIC. If you are working in a UIC and log out of the system, you shouldn't be able to received and asset/assets with the same RPUID into a different UIC, at the Agency level users sometimes forget to change UICs for different action in another UIC.

Recommend making a change to the Real Property Module to setup an alert when trying to receive and RPUID that already exist, should prompt the user with an error code RPUID already exist in system.

In addition, to use DPAS downrange members will needs additional warehouse access for the duration of their deployment (daily personnel turnover)

create a function for members to request access to a warehouse.
make a role (the proposed warehouse manager role) that is the approval authority to grant access to their data with warehouse technician rights. 
any additional roles would have to require normal paperwork procedure. 
This would not include crossing over any logistics programs just warehouses within the same logistics program.
