    Description: 
    SOF ELMS users require the ability to modify the catalog management data on the second page of the catalog record - Page 2 Warehouse. Users need the ability to build Sets Kits and Outfits Catalogs, add QC Inspection data without ability to post transactions to the warehouse, or have Cataloger roles that allow for creating Catalog records. USSOCOM manages the Catalog at the HQ level and does not assign roles with catalog rights below the HQ.

    Recommended: 
    Modify the existing Site Coordinator Role - keeping the My DPAS and Catalog Management Menu functions and removing all other Menu access. The Catalog Menu's in the existing Site Coordinator Role meet the USSOCOM requirement to modify the catalog at each warehouse, create SKO's and add Inspection Actions that are unique to each SOF program Manager that keeps material in ELMS Warehouse.

    Benefits: 
    This change provides Life Cycle Sustainment Managers that work for each program in the warehouse the ability to add Inspection data, and create, modify, and delete Sets Kits and Outfits catalogs as the data changes. SOF programs like Tactical Combat Casualty Care require ability to rapidly create and modify SKO's  and to add or update Inspection criteria. USSOCOM would retain ability to create the Catalog master records which get shared to all warehouses allowing for standardized data across the Enterprise.

    This process is required to support the Tactical Combat Casualty Care (TCCC) and SPEAR programs as they migrate into ELMS . These programs create large amounts of SKO's that routinely change. They manage material requiring detailed inspections that routinely change.  The new role will retain the existing catalog menu functions of exiting Role - Site Coordinator, while removing all other menu access. This will allow the USSOCOM Information Owner to assign the new role without violating USSOCOM catalog policies.
