150528 Asset Mgmt WPUTN47 - Data import - CDRL and DOLI imports do not validate cage code, part number, serial number, and UII lengths
WPUTN47 - Data import - CDRL and DOLI imports do not validate field lengths.

Resolution:
Validation Enhancements for Contract Data Requirements List (CDRL) and Date of Last Inventory (DOLI) Templates
Data validation has been implemented to enforce character length constraints on the following fields:
  • CAGE Code: 5-character maximum
  • Part Number: 35-character maximum
  • Serial Number: 30-character maximum
  • UII (Unique Item Identifier): 50-character maximum
When data submitted via CDRL or DOLI templates exceeds these defined character limits, the system will automatically generate an error sheet identifying the specific validation failures for user correction.
 
143491 Catalog LPCTN01 - Stock Number (AUD) - NSWC / WM/PA tandem usage catalog bug
There is a Warehouse Management (WM) / Property Accountability (PA) Tandem Usage Catalog bug.

Resolution:
Tabs do not interfere with each other when viewing catalogs for different modules simultaneously.
152969, 153309 DevOps Changes WPSEN01 - DPAS HOME - Error in ELMS/ Login Issue - Max Session 10 Limit Message
Users see a max session 10 limit message error incorrectly.

Resolution:
The session limit is temporarily increased and logging is added to diagnose root cause.
147127 Maintenance LCDBD01 - DPAS Database - VSCOS #3 Priority: Add additional data/key fields to ADVANA extract
Add additional data / key fields to the ADVANA extract.

Resolution:
The Equipment Master Key is added to the ADVANA extract. 
138300, 152965 Maintenance WPMAN24 - Asset Utilization Record/Update/Delete - VSCOS: Utilization Auto Populate not working for Utilize On Base User Pref setting
User preferences is not working.

Resolution:
The error preventing On / Off Base User Preferences from auto-populating has been resolved. 
151792 Materiel Management LPMCN06 - AF CMP GFP: Update ICP Module dashboard to remove Unprocessed DLMS transactions
Materiel Management/Inventory Control Point (MM/ICP) module dashboard Defense Logistics Management Standards (DLMS) transaction counts do not match the DLMS Transaction Review page.

Resolution:
The deficiency where the the Dashboard still displays the unprocessed transactions has been corrected so that only the sending ICPs see the transactions on this screen.
150758 Property Accountability WPHRN51 - Asset Update - PFPA: Sub Location updates issue in HQ0020
There is a Subordinate Location Update issue in HQ0020.

Resolution:
The rounding issue in embedded cost that was causing an error is now corrected. 
154363 Warehouse LPWHN19 - Warehouse Receiving - USCG: Suffix Cd Dropdown Not Populating
Suffix Code (Cd) options are missing from the dropdown.

Resolution:
In the Warehouse Receiving wizard, all suffix codes now populate in the Suffix Cd dropdown as intended.
149932 Warehouse LPWHN52 - Inventory Update Manager - NSWC / 83 error in Serial Stock Nbr change when both Stock Numbers require Mfr Date
There is an 83 error during the Serial Stock Number (Nbr) change attempt in ST-17.

Resolution:
Expiration Date is correctly calculated during re-identification in the Inventory Update Manager.

Accounting

02222 - ELMS Change to support FMR Changes - Enterprise Accounting

Module: Accounting
What Changed:
 
Agencies that use Enterprise Accounting have the option to request the ability to exceed the Standard Financial Information Structure (SFIS) max value for depreciation. By default, the only agency that this impacts is MDA but can be requested at the help desk to create a record.

The Originating Problem:
The Financial Management Regulation (FMR) allows exceeding the max depreciation period provided there is justification. This is to mirror the changes that have occurred in the PA module.

Impact:
In the Financial Data Update process and Depreciation Update process are updated - if the agency has been requested to allow exceeding of the SFIS max value for depreciation periods of assets, the user is presented with a warning but will not be stopped if they exceed the max depreciation period.

02353 - Update PFPA/WHS Capital Thresholds

Module: Accounting
What Changed:
 
WHS/WHSRR/PFPA agencies all have their Capital Thresholds updated to $15 million.

The Originating Problem:
The DoW policy updated, stating that the Capital Thresholds for non-WCF equipment should be $15 million.

Impact:
Users have been instructed to run updates on assets in the affected agencies to allow the system to re-evaluate the capital codes and back out capitalization/depreciation if desired.

Asset Mgmt

02302 - Add Condition Code to GAFS-R OM&S Extract

Module: Asset Mgmt
What Changed:
The Operating Materiels and Supplies (OM&S) General Accounting and Finance System - Re-engineered (GAFS-R) Extract has had the condition code added to it and the groupings updated. The format of the file has not changed.

The Originating Problem:
The Condition Code has never been populated in the GAFS-R OM&S extract and should be placed in there and grouped by those condition codes.

Impact:
GAFS-R users should see their OM&S assets reflected by stock number/condition code groups rather than just being grouped by stock number. There are none being sent today out of Enterprise Accounting.

Materiel Management

02133 - DLMS 947I - Schema Update - ADC 1512 (Mar 1126)

What Changed:
 
 
The Defense Logistics Management Standards (DLMS) 947I Inventory Adjustment transaction schema has been updated to meet the requirements of  Approved DLMS Change (ADC) 1512.
 
The Originating Problem:
The older schema version of DLMS 947Iwas not compliant with DAAS requirements.

Impact:
No impact is observable.

02133 - PIEE GFP - 856S Handshake 2 (Loan Return)

Module: Materiel Management
What Changed:
 
This feature, referred to as 'handshake 2,' adds capability for assets that are out on loan from the government to contractors via Procurement Integrated Enterprise Environment (PIEE) Government Furnished Property (GFP) to send loan return documents from the contractor via PIEE GFP to Enterprise Logistics Management System (ELMS). ELMS accepts Defense Logistics Management Standards (DLMS) 856S transactions from PIEE GFP for assets returned from loan. Following the processing of the DLMS 856S, the ELMS Warehouse Management user will receive the assets, a DLMS 527R is sent to the ICP, and those assets previously marked as 'out on loan' are no longer marked as a loaned asset.

The Originating Problem:
ELMS did not previously have the capability to indicate assets were out on loan from the government to a contractor for assets managed by an ELMS Inventory Control Point (ICP).

Impact:
Assets out on loan are not available for other transactional processing in ELMS.

02137 - MRP Improvements - Phase 2

What Changed:
Incoming 180M serial numbers are viewable in the Materiel Returns Program (MRP). There is an added serial number grid in the MRP. MRP requests to Inventory Control Point (ICP) containing a stock-item w/out an assigned stock-item manager will appear in the "unassigned stock item(s)", and users should only be able to view MRP requests for stock numbers identified to be managed by that particular user via "item manager" functionality.
The Originating Problem:
From MARCORLOGCOM's initial walk-thru in ELMS on the Material Returns Program (MRP) processes, it does not appear the system is in compliance with DoD policy as it relates to the appropriate response to a report of excess.  This BRD is to clarify and levee a more comprehensive requirement to ensure the system is providing the necessary information to the Inventory Manager, in the Material Management Module (MM/ICP) to respond to the DLMS 180M/FTE report of excess.
 
Impact:
No impact is observable.

02152 - LPMMN03 - Inventory Detail Inquiry Additional Requirements

Module: Materiel Management

In the Materiel Management (MM)/Inventory Control Point (ICP) module, additional columns have been added to the Inventory Detail Inquiry as optional columns:
  • Due In Qty
  • Manufacturer Part number for Stock Numbers that are Stock Item Type B - Part Number
  • Stocking Unit of Issue
  • Type Asset Code
  • Date of last inventory (DOLI)
  • Expendability Recoverability Reparability Category (ERRC) - Optional Field
  • Commercial and Government Entity (CAGE) Code
  • Available Qty, following the formula: Total Qty - Allocated Qty - Issued Qty
  • Issued Qty is correctly calculated when returnable
  • Available Qty calculation excludes issued quantities when non-returnable 
  • Allocated Qty is correctly calculated 
  • A new Issued Qty column is added to the inventory detail inquiry
  • Correct Intransit Qty
  • Weapon System Variant (also added to the Inventory Inquiry)
 
 
 
The Originating Problem:
Users needed the ability to search/view additional data elements. 
 
Impact:
New columns provide visibility to data previously missing.

02336 - Add New "ICP Stakeholder Inquiry" Role in MM/ICP Module

What Changed:
A new ICP Stakeholder Inquiry role is added to the ELMS Materiel Management/Inventory Control Point (MM/ICP) module to provide read-only visibility of transactions, inventory, and catalog data to ICP stakeholders.  

The Originating Problem:
There was no existing role that provided the desired level of access to vendors/stakeholders for reviewing data relevant to them.

Impact:
Visibility to data in the MM/ICP module.

Property Accountability

02222 - ELMS Change to Support FMR Changes

02213 - ELMS .NET 10 Update / Upgrade Identity and StaticContent to Latest Standards

What Changed:
The Identity Web/Service and StaticContent Web is upgraded to .NET 10; .NET 10 has a targeted end-of-life date of November 14, 2028.

The Originating Problem:
Microsoft has announced the end-of-life for .NET 8 as November 10, 2026.

Impact:
No impact is observable.
 

Warehouse

01100 - Scanner control / Include Container

Module: Warehouse
What Changed:
 
 
The Inventory Control Number (ICN) Inventory Inquiry now contains a scan block to provide ability to scan the following label types and execute search (ICN, Serial Nbr, Location, Container).
The Quality Control (QC)/Quality Assurance (QA) inspection process now allows specifying a National Stock Number (NSN) and then scan a container to automatically identify and select a batch of items to be inspected.

The Originating Problem:
The scan block for ICN/SN labels is not everywhere it is needed, the label types it scans is not universal

Impact:
The ICN Inventory Inquiry provides quick search capability utilizing barcodes. The Enterprise Rollup functionality will continue to work the same.
The QC/QA inspection process speeds up the ability to select multiple assets of the same NSN in the same container. Only a single NSN can still be inspected at a time. 

02158 - MCPIC Speed to Count - Unfreezing locations

Module: Warehouse
What Changed:
 
ELMS automatically unfreezes locations associated to an EXT - External Inventory as a result of reconciliation.
 
The Originating Problem:
ELMS freezes all locations tied to an EXT - External Type Inventory at the release of the inventory and disables ability for the user to unfreeze the location. ELMS must automatically unfreeze these locations as a result of the inventory completion.
 
Impact:
Locations tied to EXT - External Type Physical Inventories within the Warehouse module.
