System Change Details

Accounting

01259 - Materiel Management/ICP Capital Asset Transfer User Interface and Accounting Transaction Generation

Module: Accounting
What Changed:

This feature implements Fixed Capital Asset Accounting of transferred and disposed assets to the ELMS Accounting module available in the Materiel Management (MM) / Inventory Control Point (ICP) module for assets managed by ELMS Owning DoDAACs associated to an ELMS Warehouse. Corresponding Feature 172056 focuses on acquisition and depreciation accounting of fixed capital assets.

In the Inventory Control Point (ICP)/Materiel Management (MM) module, a Capital Asset Transfer user interface has been added to allow users with the role of Financial Manager or Materiel Program Manager to complete the financial transactions for capital fixed assets that have been transferred out of the ELMS MM/ICP module, or transferred to a new owner/property book within the ELMS MM/ICP module. The Capital Asset Transfer page is used to collect Trading Partner data and other financially relevant data for both transferred-out assets as well as transferred-in assets. Upon the completion of the transfer, accounting transactions are generated to transfer out the asset's value as well as accumulated depreciation, and when warranted, a write-off transaction for the asset's remaining value. When the asset is transferred-in to another ICP, the asset's value and prior depreciation accounting transactions are generated.

All accounting transactions are visible on the existing Accounting Transaction Inquiry.

The Originating Problem:
The ELMS system previously did not generate accounting transactions or allow for financial reporting of fixed capital assets for ICP managed assets when disposed or transferred.

Impact:
Fixed Capital Assets that are disposed, transferred out of ELMS, or transferred within the MM/ICP module to a new owner/property book will contain trading partner data and other financially relevant data in the accounting transactions.

01259/01729 - Materiel Management/ICP General PP&E and Military-Coded Equipment Financial Reporting & Depreciation

Module: Accounting
What Changed:

This feature implements Fixed Capital Asset Accounting to the ELMS Accounting module available in the Materiel Management (MM) / Inventory Control Point (ICP) module for assets managed by ELMS Owning DoDAACs associated to an ELMS Warehouse or an external C-ICP. This specific feature focuses on acquisition and depreciation of fixed capital assets. Corresponding Feature 175903 focuses on fixed capital asset accounting of transferred and disposed assets.

Upon receipt of a fixed asset that is equipment or software (General Property, Plant, & Equipment, Military Equipment, Software), the system evaluates the asset's receipt value and determines the capitalization of the assets and assigns a financial data status code. Assets that are received at a cost within 10% of the capital threshold will require certain users to review and update the financial data of the assets. Users with the role of Financial Manager or Materiel Program Manager have access to update the acquisition data associated to the receipt document in the Financial Data Update (FDU) user interface. Upon saving the FDU record, acquisition accounting transactions will be generated. The Financial Manager / Materiel Program Manager also has the ability to activate depreciation for the asset on the FDU or on a new Depreciation Update user interface.

When the Financial Manager / Materiel Program Manager establishes a Depreciation Schedule on the Depreciation Schedule user interface, the system automatically calculates and tracks monthly depreciation based on the asset type, useful life, and depreciation method (straight-line depreciation), and subsequently generates the corresponding depreciation expense accounting events. A Monthly Depreciation Report is generated in the background for each ICP and placed in the MM/ICP 'View Reports' user interface.

In addition, if an attribute of the Asset, such as the serial number or UII, is updated by an Inventory Update transaction, the system will automatically generate the update accounting transactions.

All accounting transactions are visible on the existing Accounting Transaction Inquiry.

The Originating Problem:
The ELMS system previously did not generate accounting transactions or allow for financial reporting of fixed capital assets for ICP managed assets, nor allow for the automatic monthly depreciation of these assets.

Impact:
Fixed Assets that have an originating receipt cost that is within 10% of the capital threshold will be available for review by the Financial Manager or Materiel Program Manager in the MM module. Acquisition and Depreciation Expense accounting transactions will be generated for assets that are designated as capital assets by having a total cost at or above the capital threshold amount or have a capital code that designates the asset as capital. On a monthly basis, a depreciation report will be auto-generated for each ICP that has depreciable assets.

The Originating Problem:
The Storage Bin was not previously supported, the Download Error Sheet button was not always available when an import would Complete with Errors, and the Inventory Import was crashing and not completing the import.

02243 - LESO - Inventory Allocation Report

Module: Warehouse
What Changed:

A new Real-Time Inventory Allocation Report has been added to the Real-Time Reports within the Warehouse Management Module allowing users to view the current On Hand Quantity (Qty), Allocated Qty, Disposed Qty, and Due-In Qty within their Warehouse, Site, Region, or Logistics Program. Access to these reports and the data therein will be governed by standard role-based permissions and security controls.

The Originating Problem:
The Defense Logistics Agency (DLA) Law Enforcement Support Office (LESO) requires a systematic research process to prevent the over-allocation of excess property to Law Enforcement Agencies (LEAs) in the DoW 1033 program. A lack of visibility into past and current property transfers creates a risk of improper allocation and inefficient resource management.

Impact:
A new Real-Time Inventory Allocation Report has been added to the Real-Time Reports within the Warehouse Management Module allowing users to view the current On Hand Qty, Allocated Qty, Disposed Qty, and Due-In Qty within their Warehouse, Site, Region, or Logistics Program.
