Impact:
This should not change the functionality of the application, though a system test should be performed to ensure the application still functions as expected.

What Changed:
When generating a new external user type account through the Administration module, default login tiers will automatically be assigned to the added account.
The Originating Problem:
Prior to this enhancement, the Development team would either need to add additional code to configuration files or execute a SQL script prior to users gaining access to the Application Programming Interface (API) functionality.
Impact:
There is no impact to users.
