System Change Details

Catalog

02212 - FLIS IDV9 Upgrade April 10th Update

Module: Catalog

What Changed:

The Federal Logistics Information System (FLIS) J6FPDW has updated their data feed to the new IDV9 version.

The Originating Problem:
This is a mandatory change required to maintain the FLIS Data Feed to ELMS to ensure consistency between our systems and the integrity of the Catalog Data within ELMS.

Impact:
No impact is observable.

Maintenance

02035 - MU Requisition to ELMS Warehouse (1)

Module: Maintenance
What Changed:
Maintenance and Utilization (MU) Requisition has been updated in preparation for Military Standard Requisitioning and Issue Procedures (MILSTRIP) Requisition capability. The UI has had some changes and the back-end to support MU Requisition has been improved. The MU Requisition capabilities should not be affected. Users can requisition parts from ELMS Warehouse to their Maintenance Activity to support Maintenance work.

The Originating Problem:
Changes were made to fulfill requirements for ordering parts through other methods besides an ELMS Warehouse. The changes were made to prepare for future features to allow ordering of parts in MU through DLMS Transactions.

Impact:
No impact is observable.

02035 - Requisition - Database Structure and Conversion

Module: Maintenance
What Changed:

New Database tables have been created to support the enhancements to the Maintenance and Utilization (MU) Requisition Process.

The Originating Problem:
Enhancements to MU Requisition capability lead to changes in how Requisition data is stored.

Impact:
No impact is observable.

02035 - Requisition Work Order Changes for Maintenance

Module: Maintenance
What Changed:

Work Order Requisition has changes.

The Originating Problem:
The Requisition process is updated and Work Order needs to be updated to accommodate the changes.

Impact:
Work Order Requisitions are updated to correctly display the status of the requisition.

Materiel Management

02133- Close In-transit and update Outstanding Inventory

Module: Materiel Management
What Changed:
When a 527R is inbound to the ICP or a confirmation if made manually for an in transit, ELMS checks to see if the in transit is related to a loaned asset - if so, we will remove the loaned asset since the loan has been returned.
When sending the 856S to the WH, ELMS does not pass the loan contract information and add GFP as a party to receive a copy of the transaction sent.
When a 945A is inbound for a bearer walkthrough, ELMS triggers an accounting event to record the receipt.
Process a 947I inbound for a decrement or a condition code change for loaned assets in addition to regular inventory.

The Originating Problem:
Modify ELMS to accept the DLMS 947I from PIEE GFP and update / remove the material from ELMS. This change requires locating the item in ELMS (PA, WM or MM) and performing the action plus all subordinate actions to include reporting the financial change should item be financially reportable.

Impact:
No impact is observable.

Property Accountability

02224 - Additional Data Elements for the ELMS and Jupiter data sharing agreement

Module: Property Accountability
What Changed:

The following data elements are added to the Asset Extract:
  • Parent Stock Number
  • Parent Serial Number
  • Catalog Shelf Life Code
  • Service Life Expiration Date
  • Kit (Y/N)
  • Managed Kit (Y/N)
  • Inventory Type (End Item/Component)

The Originating Problem:
OPNAV N834 and its expeditionary enterprise, comprising of TYCOM (NECC, CNSF, BUMED, WARCOM) and supporting SYSCOMs (NAVAIR, NAVFAC, NAVWAR, MARCOR, and NAVSEA) stakeholders, cannot easily access data that supports collaboration, planning and risk-based assessments, and the PPBE (Planning, Programing, Budgeting, and Execution) process. The disparate enterprise data sources have led to time intensive manual data collection efforts, inconsistencies in products being developed for decision making, and have caused unnecessary spending of field assets. This hinders the Navy’s ability to ensure that naval forces are prepared for expeditionary operations, which involve deploying and operating in various environments away from established bases. OPNAV N834 is seeking an expansion of the ELMS/Jupiter Data Sharing Agreement to enhance the current expeditionary enterprise's data capabilities.

Impact:
Greater visibility, allowing for a more comprehensive view of the organization's posture.

Warehouse

02140 - Enterprise Document Inquiry Screen: Landing Page, Search, & Document Attachments (WM)

Module: Warehouse
What Changed:

Added the Enterprise Document Inquiry screen within the Warehouse Module, providing the ability to search for and retrieve document records, including closed documents, within the Warehouse Module using defined Search Criteria and My Queries functionality. View, upload, and manage attachments associated with document records, including closed documents, from a centralized interface.

The Originating Problem:
ELMS currently does not possess the ability to attach Key Supporting Documents (KSA) (ie. LTI's, signed 1348s, 1149) to a document that is in a closed status.  This was discussed during the on site visit to the ELMS Leidos facility in early March 2025. This impacts MARCORLOGCOM's ability to answer audit related inquires if not resolved.

Impact:
The Warehouse Module is able to search for and retrieve document records, as well as manage document attachments, through a dedicated inquiry screen. This enhances access to document information by centralizing search, retrieval, and attachment management in a single interface, reducing the need to navigate across multiple screens.

02213 - ELMS .NET 10 Upgrade Maintenance and Maintenance Schedule to .NET 10

Module: Warehouse
What Changed:
The Maintenance and Maintenance Schedule Web/Service is upgraded to .NET 10; .NET 10 has a targeted end-of-life date of November 14, 2028.

The Originating Problem:
Microsoft has announced the end-of-life for .NET 8 as November 10, 2026.

Impact:
No impact is observable.
