Cannot export Commercial and Government Entity (CAGE) Codes.

Resolution:
Users are now able to export selected CAGE Codes (Cd)s as a Portable Document Format (PDF), Comma Separated Values (CSV), or Excel from the CAGE Cd Search screen in the new Stock Number Add window.
143682 DLMS LPMMN15 - DLMS Transaction Inquiry - AF CMP GFP / 846P Transactions Suspending/Not Processing Correctly in ICP (Prod & Train)
846P Transactions are suspending/not processing correctly in Inventory Control Point (ICP) (Prod & Train).

Resolution:
846P Defense Logistics Management Standards (DLMS) transactions from Defense Automatic Addressing System (DAAS) are being split up based on Document Number and Transaction Category. When split, one of the separate transactions is being suspended due to there being no Document Number in the transaction. Instead of suspending, the transaction displays with a status of NAR (No Action Required).

Last Updated By column is showing as unknown.

Resolution:
Background jobs display as a system update in the Last Updated By column in the Asset Preventative Maintenance Schedule Inquiry. 
133735 Maintenance WPMAQ15 - Maintenance Asset Utilization Inquiry - DLA: Utilization inquiry not pulling data properly for non MAU/UTL Assets
Utilization Inquiry is not pulling data properly for Disposed Asset ID 20220816.

Resolution:
Maintenance Asset Utilization Inquiry is now able to be used on any asset type that has utilization records. 
113502 Maintenance WPMAR08E - DLA: Utilization Extract discrepancies/reflecting errant equipment per UIC
There are Utilization Extract discrepancies/reflecting errant equipment per Unit Identification Code (UIC).

Resolution:
Equipment that does not belong in the selected parameters do not display in the WPMAR08E Utilization Report Extract.
149444 Materiel Management LPMMQ03 - Inventory Detail Inquiry - USMC / Inventory Detail Inquiry gives Internal Server Error when performing search in CSP ICP
Inventory Detail Inquiry gives an Internal Server Error when performing search in CSP ICP.

Resolution:
Resolved a deficiency where the Inventory Detail Inquiry in the Materiel Management/Inventory Control Point module was unable to complete within the allotted time when performing a search in CSP ICP.
 
131961 Warehouse LPRMN01 - M&U Req/WM Maint Issue quantity discrepancy issues
There are Maintenance & Utilization (M&U) Requisition/Warehouse Management Maintenance Issue quantity discrepancy issues.

Resolution:
Corrected the functionality of Maintenance Issue requests associated with M&U work orders. If additional parts are needed, a new requisition must be created.
140544 Warehouse LPWHN19 - Warehouse Receiving - AFERMS: Mandatory Mfr Cage error in 48-3885 receipt attempt
There is a Mandatory Manufacturer (Mfr) Commercial and Government Entity (CAGE) error in the 48-3885 receipt attempt.

Resolution:
When necessary, Mfr CAGE is clearly marked as required during the Receiving process.

01729 - GAFS-R Fixed Asset Data Extract (PA and MM)

Module: Accounting
What Changed:
 
GAFS-R report is now generated with both Property Accountability (PA) and Materiel Management (MM) accounting transactions present.

The Originating Problem:
Materiel Management and the accounting module did not have a way to send fixed accounting transactions to GAFS-R.

Impact:
Transactions for all fixed assets that are registered as capital to GAFS-R now are shown in the GAFS-R extract.

01729 - Identify Transfers & Dispositions and generate Accounting Transaction (Decrease) for Capital Fixed Assets (C-ICPs)

For assets managed by the Owning Department of Defense Activity Address Codes (DoDAACs) associated to a Contractor-Inventory Control Point in the Inventory Control Point (ICP)/Materiel Management (MM) module, financial reporting capability now exists for fixed capital assets upon transfer out of the ICP or disposal. 
 
The Capital Asset Transfer user interface allows users with the role of Financial Manager or Materiel Program Manager to complete the financial transactions for capital fixed assets that have been transferred out of the ELMS MM/ICP module, or transferred to a new owner/property book within the ELMS MM/ICP module. The Capital Asset Transfer page is used to collect Trading Partner data and other financially relevant data for transferred assets. Upon the completion of the transfer which includes notification of receipt from the gaining activity, accounting transactions are generated to transfer out the asset's value as well as accumulated depreciation, and when warranted, a write-off transaction for the asset's remaining value. 
 
All accounting transactions are visible on the existing Accounting Transaction Inquiry.
 
 

The Originating Problem:
The ELMS system previously did not generate accounting transactions or allow for financial reporting of fixed capital assets for C-ICP managed assets when disposed or transferred out.  

Impact:
Fixed Capital Assets managed by C-ICPs that are disposed, transferred out of ELMS, or transferred within the MM/ICP module to a new owner/property book will contain trading partner data and other financially relevant data in the accounting transactions. 

01729 - MM Accounting Transactions for Reversals (all ICPs) and Asset Change/Update for Capital Fixed Assets (C-ICPs)

Disposition and Receipt reversals are now supported correctly and create the correct transactions within the Accounting module (Materiel Management).

The Originating Problem:
Reversals were not supported with accounting transactions.

Impact:
Disposition and Receipt reversals now generate appropriate transactions for ELMS and any external accounting systems.

02137 - MRP 870M Improvements - Phase 1

ELMS now supports the ingestion and processing of external Materiel Return Requests (DLMS 180M). Approved Materiel Return Requests can be fully processed within ELMS, which generates and transmits Defense Logistics Management Standards (DLMS) 870M transactions back to the originating external system with approval/rejection status and materiel return instructions.
 
The Originating Problem:
From MARCORLOGCOM's initial walk-thru in ELMS on the Material Returns Program (MRP) processes, it does not appear the system is in compliance with DoD policy as it relates to the appropriate response to a report of excess. This System Change Request (SCR) is to clarify and levee a more comprehensive requirement to ensure the system is providing the necessary information to the Inventory Manager, in the Material Management Module (MM/ICP) to respond to the DLMS 180M/FTE report of excess.

Impact:
Users are now able to receive and process external Materiel Return Requests in ELMS, streamlining the end-to-end materiel return workflow.

02213 - Implement Rate Limiter Middleware for EDE, Requisition, and ILS-S Requisition Web Apps

What Changed:
 
Now ELMS limits the number of times a single person can access the website at one time.

The Originating Problem:
ELMS needs to limit requests from given users to respond to potential Denial Of Service (DOS) attacks.
 
Impact:
No impact is observable.
 

Interface

02158 - MCPIC Speed Count - ServiceNow Additions to Endpoints

What Changed:
 
The ELMS ServiceNow Inventory Endpoints have been enhanced to support additional fields and processing. The following updates were added:
  • Last Seen Date - received from ServiceNow
  • Serial Number - PATCH endpoint now accepts either Asset ID or Serial Number for Inventory Quantity (Qty)
  • ServiceNow Inventory Complete Flag - Allows multiple inventory updates until the flag is marked as complete in the end point

The Originating Problem:
The existing ELMS ServiceNow Inventory Endpoints did not support data elements and processing behavior for the inventory's Last Seen Date, Serial Number, and Completion Flag.

Impact:
The ELMS Endpoints now support the inventory's Last Seen Date, Serial Number and Completion Flag.

Property Accountability

02112 - Due-in Data to PA Receiving Process

Module: Property Accountability
What Changed:
 
 
Added a new Requisition process action code to consolidate all requisitions under the Receipt section. Updated the dashboard so that clicking the Requisition hyperlink opens the Pending Transactions Update/Delete screen directly. Updated Enterprise Roll-up to include the Requisition process action code as well under the Receipt section.
 
The Originating Problem:
Previously, requisitions were categorized under Locally Created Due-In with other non-requisition due-ins, which caused confusion for users. Requisitions are now grouped separately for improved clarity.

Impact:
Streamlines the process for closing out requisition due-ins while improving requisition visibility.

 

02267 - New Pendulum Job for Daily Asset Vis Extract

Module: Property Accountability
What Changed:
 
Created a new daily job version of the Asset related portion of the Asset Visibility Pendulum Job for the following agencies: DA, DF, DK, DM, DN, and E3.

The Originating Problem:
Multiple MAJCOMs requested that the asset table be updated every four hours. However, after coordination, they agreed that a daily update would be sufficient, particularly USTRANSCOM, including the Joint Enabling Capabilities Command, Joint Communications Support Element, and Joint Planning Support Element. These organizations use Enterprise Logistics Management System data to assess deployable readiness for short-notice missions.

Impact:
The following agencies: DA, DF, DK, DM, DN, and E3 will have a new Daily Job.

02040 - SKO Update / Add or Remove items

What Changed:
 
This feature introduces additional enhancements to the Sets Kits Outfits (SKO) Details page to add and remove assets while viewing all the details, adding more fields to the SKO Header details, and providing a warning prompt to prevent accidental loss of unsaved changes when canceling edits.
 
Add: The ability to add Stock Number assets, Line Item Number/Table of Authorized Materiel Control Number (LIN/TACMN) assets, and entire nested kits as assets to a kit.

The Originating Problem:
Make the SKO functionality available within the Maintenance module of ELMS. The SKO screens are being upgraded in order to do that.

Impact:
The SKO Management page provides the ability to add and remove assets that stock numbers, LIN/TAMCNs, and entire kits.

02213 - ELMS .NET 10 Upgrade RFID Association to .NET 10

What Changed:
The Radio Frequency Identification (RFID) Association Web is upgraded to .NET 10; .NET 10 has a targeted end-of-life date of November 14, 2028.

The Originating Problem:
Microsoft has announced the end-of-life for .NET 8 as November 10, 2026.

Impact:
This should not change the functionality of the application, though a system test should be performed to ensure the application still functions as expected.
