01729 - Generate Transfer Out Accounting Transactions following In Transit Closure or Bearer Walk-Through
Module: Accounting
What Changed:
In the Materiel Management (MM)/Inventory Control Point (ICP) module, when a fixed capital asset is transferred out of the ELMS MM module and is ‘in transit,’ meaning it was shipped to the gaining activity, the transfer-out accounting transactions will be generated after the in-transit record is manually closed in the ‘MM Intransit Review’ user interface or systematically closed by the inbound receipt acknowledgement transaction after accounting is notified by a published event. If the item was immediately transferred to the gaining entity by ‘bearer walk-through,' the transfer-out accounting transactions will be generated immediately after accounting is notified by a published event.
The Originating Problem:
Accounting Transaction were not systematically generated when an In Transit Closure or Bearer Walk-Through was completed.
Impact:
The Accounting service now generates transfer-out accounting transactions following notification of In Transit Closure or Bearer Walk-Through for fixed capital assets transferred out of the MM module. This allows the ELMS financial user to complete accurate financial reporting of the assets.

02295 - USSOCOM and MDA and JSF Capital Threshold Changes

What Changed:
SOCOM, MDA, and JSF have their Capital Thresholds across ELMS updated to $15 million dollars for any assets that are General Equipment, Military Equipment, Heritage, or Real Property. This is only applicable for General Fund assets (Type Fund Code of "O - Other").
The Originating Problem:
The DoW Comptroller has established new thresholds that each agency must evaluate against. ELMS stores and updates these thresholds as Master Data elements as requested.
Impact:
Receiving Assets with any new assets that meet the above criteria will cause them to be evaluated against the new threshold. Existing assets that may be between the old threshold and the new one would need their capital codes updated in Asset Update.
02321 - Update DAF GF Thresholds to $10 million

02040 - SKO for MU Work Order / SKO Catalog Export Report

What Changed:
Sets Kits Outfits (SKO) Catalog Export option for all SKO Headers and Components moved to Scheduled Reports.
The Originating Problem:
The SKO Catalog export contains functionality that isn't standard for exports, which causes frequent time outs when attempting to export the full catalog and component detail. This detailed report of SKO Catalog entries should be converted to a report.
The SKO Catalog export with all headers and components is available in Scheduled Reports.

02202- Add stub fields to Maint Asset Inquiry

Impact:
Gives clarity as to the origin of assets.

02238 - New 832N Fields - Database Updates
Module: Materiel Management
What Changed:
Update the database to accommodate new Defense Logistics Management Standards (DLMS) 832N data elements from Approved Defense Logistics Management Standards Change (ADC) 1510.
The Originating Problem:
The ELMS database didn't have the ability to store the additional data elements from the DLMS 832N.
Impact:
No impact is observable.
02266 - Update Action Codes in 846R (ADC 1513)
Module: Materiel Management
What Changed:
Approved Defense Logistics Management Standards Change (ADC) 1513 has replaced two action codes in the Defense Logistics Management Standards (DLMS) 846R transaction set. 1/BIA06/020
Replace qualifier Z with EO and 24 with AN. This affects ELMS as the 846R End Of Day (EOD) Location Reconciliation is currently received inbound in the Materiel Management (MM)/Inventory Control Point (ICP) module and generated outbound in the Warehouse Management (WM) module daily.
Defense Automatic Addressing System (DAAS) updated the 846R Schema with new action codes and we need to comply with the new standards.
Impact:
No impact is observable.
02316 - ICP Mark For Updates
Module: Materiel Management
What Changed:
In the ELMS Materiel Management (MM)/Inventory Control Point (ICP) module, the 'New Customer Requisition' add screen is updated to allow for a 'Mark For Text' field that can be entered/displayed with or without a 'Mark For Address.' If 'Mark For Text' is required without a 'Mark For Address Type,' remove the pre-populated 'Mark For Address Type' to clear that field. Handling of the 'Mark For Text' in the ELMS Warehouse Management module will be completed in a later release.
The Originating Problem:
ELMS did not fully support the Defense Logistics Management Standards (DLMS) transaction 'Mark-for Party' when generating, modifying, or processing Materiel Management/Inventory Control Point Requisitions. Without full Mark-for handling, ELMS could not consistently identify the intended end recipient within the ship-to location. This created gaps in Requisition processing, delivery routing, shipment documentation, supply and shipment status visibility, and downstream receipt processing.
Impact:
The ELMS Customer Requisition now has the ability to apply and view both a 'Mark For Address' and 'Mark For Text' that is sent in the DLMS 940R transaction transmitted to the associated ELMS Warehouse.
